【國際教育這條路】英國學校Ofsted評級解讀: Outstanding學校有何Outstanding之處

英國公立學校的評分機構叫Ofsted (Office for Standards in Education, Children’s Services and Skills)，最簡單的解讀方法就是看每間學校的報告評分，共分四個評級: outstanding、good、requires improvement、inadequate。上一篇提及一日outstanding，是否永遠是outstanding的問題。總結是如果報告是近5年進行審核的，這所學校的outstanding評分很大機會是反映真實情況。

其實報告內容除了大家最注重的評級之外，也有審核人員的詳細報告，一般會從這四方面作評論:
1. 領導與管理 (Leadership and management): 有關學校的管理質素及效率
2. 教學質素 (Quality of teaching): 有關老師的教學質素及學習評估方法
3. 學生行為與安全 (Behaviour and safety of pupils): 有關學生行為及學校安全
4. 學生成就 (Achievement of pupils): 有關學生的成績及成就

一間outstanding的學校在這四方面全部也是得到最高級別的評價。香港家長除了關注成績外，相信比較關注第3項的問題，因為關係到欺凌問題及校風。在一間屬outstanding的學校報告，可以找到審核人員會如此評價:

<Oasis Academy South Bank>
 Relationships with each other and staff are extremely good, and there are no known barriers in relation to ethnicity, gender or faith. Students show good responsibility towards one another and strongly support the values of inclusion. Students told inspectors that backgrounds do not define their relationships with each other. (學生之間及與老師的關係非常好，學生對種族，性別或信仰均持非常包容的態度，學生認為個人背景不會影響同學之間的關係。)

<Pimlico Primary School>
 Pupils feel safe and are insistent that there is no bullying in school. (學生感到安全，並肯定學校沒有欺凌行為。)

<Henry Fawcett Primary School>
 One pupil, reflecting the views of many, described the school as ‘a whole big family where we all respect each other’. (一個同時反映了許多人觀點的學生形容學校為「一個我們互相尊重的大家庭」。)
 Pupils told inspectors that they have a realistic understanding of what bullying means. This enables them to say with knowledge that there is no bullying at their school. (學生告訴審核人員，他們完全明白欺凌的含義，所以他們知道學校沒有欺負行為。)

<Christ Church Bentinck CofE Primary School>
 Pupils are confident. They are aware of how to learn successfully because they speak of the importance of keeping going, even when the learning is hard. (學生表現自信，深明成功學習之道，他們知道即使遇到學習困難也要堅持下去的重要性。)

看完報告後，大家是否都覺得outstanding學校的確有其過人之處。可是，現實是outstanding學校競爭相當激烈，如果退而求其次選擇一間good的學校又如何，下篇再談。
